"The Latest Constitutional Change in France”

‘Since 2007 France has a new President of the Republic. Nicolas SARKOSY wishes to overcome the great difficulty of conducting any changes in France. His first answer seems to be a very French one : to revise the Constitution! His last risky bid worked on July 2008, but only just. This reform perhaps might allow sweeping changes to the Constitution in France.’
