Cet article est consacré à l’arrestation en janvier 2026 du président du Venezuela par les autorités américaines, en dehors de tout cadre juridique reconnu. Intitulé « Veritas occultum revelat : Reflections on an Act of Contemporary Interference », ce travail analyse cet épisode à la lumière des tensions persistantes entre les principes fondamentaux du droit international — souveraineté territoriale, immunité des chefs d’État et interdiction des mesures extraterritoriales — et certaines pratiques unilatérales des grandes puissances. Il propose une réflexion sur la fragmentation du droit international, les défis de l’effectivité normative et les conceptions différenciées de la souveraineté. Il replace également le rôle des États-Unis dans l’évolution de l’ordre juridique international depuis 1945.

This paper analyses the January 2026 arrest of the President of Venezuela by U.S. authorities, carried out outside any recognized legal framework. Entitled “Veritas occultum revelat: Reflections on an Act of Contemporary Interference”, the text explores this episode in light of ongoing tensions between core principles of international law — territorial sovereignty, personal immunity of heads of state, and the prohibition of extraterritorial coercive measures — and certain unilateral practices by major powers. The commentary reflects on the fragmentation of international law, the challenges of normative effectiveness, and diverse regional understandings of sovereignty, while situating the role of the United States in shaping the post‑1945 legal order.
